Measures for Evaluating the Appointment of Faculty and Staff in Ezhou Vocational University

Appointment assessment is an important way to assess the performance of job responsibilities and completion of job appointments during the appointment period, and it is evaluated from the aspects of the quantity and quality of completed job appointments.

I. Scope of assessment

On-the-job (including off-campus transfers, new staff members) and signing employment contracts, and implementing the relevant reward performance salary standards.

During the employment period, the job title and job position should be changed to re-sign the agreement contract and be evaluated in accordance with the requirements of the new contract.

Evaluation methods

The assessment work shall be carried out in a manner organized by various units within the school and reviewed by the school.

Appointment assessment takes the form of a combination of qualitative assessment and quantitative assessment.

定性考核:考核应聘人员岗位职责完成情况。 1. Qualitative assessment: assess the completion of job responsibilities of candidates.

定量考核:考核应聘人员教学工作量、研究类工作量和社会工作量完成情况。 2. Quantitative assessment: assess the completion of the teaching workload, research workload and social workload of candidates.

Third, the assessment content

The content of the assessment shall be the completion of the job assignments of the positions of the positions employed by the hired persons. That is: teachers' posts, other professional and technical posts assess their teaching workload, research workload, social workload and job responsibilities. Management positions and technical skills posts assess the completion of their job responsibilities.

Fourth, the appointment period and standards

(I) Assessment Grade

The employment period assessment is divided into two levels of qualified and unqualified.

(2) Basic criteria for assessment

合格 Qualified

During the employment period, complete the post tasks of the post level and the annual assessment is not qualified more than once.

In the following cases, the appointment during the employment period is qualified, but all post tasks have not been completed, which will affect the appointment in the next employment period.

不合格 2. Failed

If there is one of the following conditions, the result of the appointment evaluation is unqualified:

)不按规定参加聘期考核; ( 1 ) Failure to participate in the assessment of employment period;

)年度考核两次及以上不合格; ( 2 ) Two or more annual assessments fail;

)考核工作中弄虚作假; ( 3 ) Fraud in the assessment work;

)违反学术道德,剽窃他人学术成果。 ( 4 ) Violating academic morals and plagiarizing academic achievements of others.

)未全面完成聘期岗位任务,并有下列情况之一的: ( 5 ) Those who have not fully completed the post-employment tasks and have one of the following conditions:

项及以上的; ① Those who have not completed 3 or more items of their duties;

项及以上完成率低于70%的; ② One or more of the teaching workload, social workload, and research workload have a completion rate of less than 70% ;

项未完成,且教学工作量、研究类工作量、社会工作量中有1项及以上未完成的。 ③ One of the post duties is not completed, and one or more of the teaching workload, research workload, and social workload are not completed.

Fifth, the treatment of the appointment results

Passing the assessment during the employment period is the basic condition for renewed employment or employment at a higher level in the next employment period. Those who fail the assessment during the employment period shall not be re-appointed to the original post or rank according to the relevant documents of the state and the school, and their jobs shall be adjusted, lowered or dismissed.

Relevant regulations

各单位按照坚持公平、公正、公开的原则,做好考核的组织工作,要注意有针对性地做好思想政治工作。 1. In accordance with the principles of fairness, impartiality, and openness, all units should do a good job in the organization of assessments, and pay attention to doing a good job of ideological and political work in a targeted manner. In the assessment process, those who engage in malpractices for personal gains, crack down on retaliation, and cheat must be dealt with seriously.

对在聘期内调入的人员,其聘期岗位任务按在岗时间相应折算。 2. For the personnel transferred during the employment period, the post tasks during the employment period shall be converted according to the on-duty time.

对在聘期内职称发生变动的人员,其定性考核的岗位职责要求不变,定量考核的教学工作量、研究类工作量和社会工作量按其所在不同岗位职级的时间分别进行计算。 3. Seven, other

Ezhou Vocational University Measures for Employment of Professional and Technical Staff

学校决定对符合基本条件或岗位需要的专业技术人员实行低职高聘, 特制定本办法。 In order to better establish an incentive and guidance mechanism for teachers' professional and technical job evaluation, better attract and retain outstanding talents, build a team of professional and technical personnel in line with school development, and encourage and promote outstanding young backbone teachers to stand out as soon as possible. In order to train and bring up more young academic backbones, combined with the actual training of talents in our school, the school decided to implement low-level and high-employment of professional and technical personnel who meet the basic conditions or post requirements, and formulated this method.

I. Employment conditions:

)只在专业技术岗位系列中实施,必须是专业建设急需补充的高级专业技术职务所对应岗位。 ( 1 ) Only implemented in the series of professional and technical posts, and must be the positions corresponding to high-level professional and technical posts that are urgently needed for professional construction.

)从国内外引进的优秀高层次、高技能人才,经审核已具备晋升高一级技术职务的任职条件,且岗位急需,可低职高聘。 ( 2 ) Outstanding high-level and high-skilled talents introduced from home and abroad have already been qualified for the promotion of first-level technical positions after review, and the positions are urgently needed, and can be hired at a low level.

)符合《鄂州职业大学教师聘任条件及岗位职责》和《 鄂州职业大学其他专业技术岗位聘任实施细则》 中低职高聘条件的专业技术人员,可低职高聘。 ( 3 ) Professional and technical personnel who meet the requirements of low and high vocational qualifications in the “Ezhou Vocational University Teacher Employment Conditions and Post Duties” and “ Ezhou Vocational University's Implementation Regulations for the Appointment of Other Professional and Technical Posts” may be hired at a low level.

2. Appointment procedures:

)本人申请。 ( 2 ) I apply. Fill in the "Ezhou Vocational University Teachers' Low Employment and High Employment Declaration Form".

)部门审核。 ( 3 ) Department audit. A working group appointed by the department will review the qualifications of the applicant and put forward a comprehensive review opinion through collective discussion. The "Report Form" of the lower-level and higher-level employees will be reviewed and approved and reported to the Personnel Office.

)学校评审。 ( 4 ) School review. The evaluation team of the school's low-vocational and high-hiring staff will review.

)聘任公示。 ( 5 ) Appointment announcement. The personnel department will review and approve the situation of low-vocational high-employed personnel in the school for three working days. For those who raise an objection, the Personnel Office will organize a reconsideration, and the results of the reconsideration will be publicized within the school for two working days, and a response will be made to the person who raised the objection.

)低职高聘人员聘期一般为三年,且在聘期内可正常申报晋升高一级职称,聘期满后经本人申请,学校考核,可以续聘。 ( 1 ) The employment period of low-level and high-level employees is generally three years, and during the employment period, they can normally apply for promotion to the first-level professional title. After the expiration of the employment period, they can be re-appointed after school application.

The personnel approved by the school for low-level and high-level employment accounted for the number of posts in the department of their original professional and technical positions.

)学校对教师低职高聘实行动态管理,中途有违纪行为或发生责任事故的立即解除聘任,自下月起恢复原职称工资待遇。 ( 3 ) The school implements dynamic management of teachers' low vocational and high-level employment, immediately discontinuing employment due to disciplinary acts or liability accidents in the middle, and resuming the salary of the original title from next month.

)低职高聘人员要接受聘任单位的管理和考核,按高一级专业技术岗位要求进行考核。 ( 4 ) Low-level and high-employed personnel must accept the management and assessment of the employing unit, and be assessed in accordance with the requirements of higher-level professional and technical positions. The assessment is carried out by a combination of annual assessment and appointment assessment. Those who are unqualified or basically qualified for the assessment of lower-level and higher-level employees will be dismissed, and those who have been dismissed will be reinstated from their previous positions starting next month.

Measures for Higher Vocational and Low Employment of Professional and Technical Personnel in Ezhou Vocational University

In order to promote the needs of our school's teaching, scientific research, and professional construction work, create an institutional environment that is conducive to the growth, development, and improvement of the professional and technical personnel team, encourage and urge teachers to better complete their duties and tasks, and use and cultivate talents reasonably Combined with the reality of our school, this method is specially formulated.

I. Identification Standards:

Those who fail the qualification assessment during the appointment period can only be adjusted to non-teacher positions; those who have not undergone post adjustments should be hired at a high level and lowly.

2. Appointment procedures:

)提交名单:由所在院(部)将聘期考核不合格人员名单报送人事处。 ( 1 ) Submission of the list: The hospital (department) shall submit the list of unqualified personnel to the personnel office.

)学校评审:由学校高职低聘人员评审小组对报送的人员名单进行认真评议,通过评议确定拟实施高职低聘人员名单。 ( 2 ) School evaluation: The high-vocational and low-employee evaluation team carefully reviews the list of submitted personnel, and the list of high-vocational and low-employed personnel to be implemented is determined through the evaluation.

)聘任公示:人事处将评审通过的高职低聘人员的情况在全校公示三个工作日。 ( 3 ) Appointment and publicity: The Personnel Department will publicize the situation of high-vocational and low-employed personnel in the school for three working days. For those who raise an objection, the Personnel Office will organize a reconsideration, and the results of the reconsideration will be publicized within the school for two working days, and a response will be made to the person who raised the objection.

)高职低聘人员,只被聘为比本人现专业技术职务低一级的专业技术职务所对应岗位,不跨级低聘。 ( 2 ) High-vocational and low-employed personnel are only employed in positions corresponding to professional and technical positions lower than their current professional and technical positions.

)高职低聘人员接受聘任单位的管理和考核,按低一级专业技术岗位要求进行考核。 ( 3 ) High-vocational and low-employees accept the management and assessment of the hiring unit, and are assessed in accordance with the requirements of lower-level professional and technical positions. The assessment is carried out by a combination of year-end assessment and appointment assessment.

)高职低聘人员聘期期满后,聘期考核合格,则由本人提出书面申请,经所在单位审核并报人事处,由人事处提交学校领导小组进行审核通过,恢复其原聘专业技术职务。 ( 4 ) After the hiring period of high-vocational and low-employee personnel expires, and the assessment of the employment period is qualified, a written application will be submitted by me, reviewed by the unit and reported to the Personnel Department, and the Personnel Department will be submitted to the school leadership team for review and approval, and resume the original employment Specialized technical job.
