I. Implementation Scope and Object

(6) The principle of proper tilt. That is, adhere to the principle of leaning towards the front line of teaching, leaning to key departments and majors, and leaning towards top talents.

Third, the total number of posts, categories and related policies

(1) Total posts

(II) Evaluation of the employed personnel

Nine, postponement, renewal, termination and termination

(A) Postponement

If a medical institution designated by the school is diagnosed with a serious illness or mental illness that is difficult to cure, the employment contract will be postponed, and the suspension period will continue until the aforementioned situation disappears. During the postponement of the employment contract, the personnel relationship and wage relationship shall be retained, and economic treatment shall be implemented in accordance with relevant national policies.

(2) Renewal

Upon the expiration of the employment contract, after passing the assessment and the mutual consent of the parties, they may renew or apply for other positions. Renewal of employment shall be conducted in accordance with certain procedures, and the employment contract shall be re-signed or the change of contract (renewal of employment) shall be performed in time.

(3) Dismissal and Resignation

(3) Significant changes in the objective circumstances upon which the contract was concluded make the original contract unfulfillable, and it is impossible to reach an agreement on changing the contract after consultation with the hired person.

五、聘用的程序

按照《鄂州职业大学首次岗位设置与人员聘用工作实施方案》的有关规定,成立专业技术岗位设置与人员聘用工作小组(下称小组),各小组将成员名单报学校岗位设置与人员聘用工作领导小组办公室备案。

1. 公布设岗情况  各岗位设置与人员聘用工作小组公布本小组设置的岗位及其等级数。

2 . 公布岗位职责、任职条件 各岗位设置与人员聘用工作小组根据岗位实际,编制岗位说明书,公布该岗位的岗位职责、任职条件等事项。

3. 个人申请  应聘人员根据岗位职责、任职条件与自身实际,在规定的期限内进行岗位选择,并填写岗位申请,向所属的岗位设置与人员聘用工作小组表达应聘意向,填写应聘申请表。应聘人员在规定时间内不填写应聘申请的,视为自动放弃。

4. 各岗位设置与人员聘用工作小组提出拟聘人员名单  各岗位设置与人员聘用工作小组对应聘人员的资格、条件进行审核,通过竞聘,择优提出拟聘人员名单,将该名单在本小组内通报无异议后报送学校岗位设置与人员聘用工作领导小组办公室(地点设在学校人事处)

5. 学校评审工作组初审 专业技术岗位评审聘用工作组、管理岗位评审聘用工作组、工勤技能岗位评审聘用工作组、退休人员定岗工作组、岗位设置工作申诉受理与协调小组召开会议,审议拟受聘人员名单。

6 . 学校岗位设置与人员聘用工作领导小组审核决定  审核决定全校各岗位聘用人员名单。

7. 结果公示  聘用结果确定后在学校网页上进行公示,公示期为三个工作日。 学校教职工对涉及本人竞聘结果在公示期内有异议者,可以向学校岗位设置工作申诉受理与协调小组提出申述。

8. 签定合同  校长或者其委托人与受聘人员签订《事业单位聘用合同》。

六、关于优先聘用适用原则的建议

1 、当同等级符合聘用条件人数超过规定人数时,在同等条件下,专业技术任职年限时间长者优先;

2 、在专业技术任职年限相同的条件下,以近三年(首次设岗参考080910学年度)教学检查量化考评分值为依据,考评分值高者优先;

3 、在近三年教学检查量化考评分值相同的情况下,教学工作量大者优先;

4 、在教学工作量相同条件下,科研工作量大者优先;

5 、在科研工作量相同条件下,工龄长者优先;

6 、在工龄相同的条件下,以获奖情况为依据,获奖层次高者优先;获奖层次相同者,获奖次数多者优先;

各工作小组可根据本小组实际情况,在坚持公平公正公开、平稳推进原则的基础上,结合本建议制订本小组的竞聘标准。

七、申诉工作程序

在岗位设置与人员聘用工作中,学校教职工对涉及本人聘用结果有异议者,按正常组织程序进行申述。

学校教职工持异议者必须由本人或者通过本人所在的岗位设置与聘用工作小组向学校岗位设置与人员聘用工作领导小组办公室或岗位设置工作申诉受理与协调小组提出书面申述, 学校岗位设置与人员聘用工作领导小组办公室或岗位设置工作申诉受理与协调小组应在接到申述后三个工作日内作出相关回复。对于确有不当者,应予以纠正。

八、聘约管理与考核

(一)聘约管理

1. 在首次岗位设置与人员聘用时,学校与受聘教师在平等自愿、协商一致的基础上签订聘用合同。

2. 聘用期限:岗位聘用期为3年。学校根据岗位的空岗情况及教师个人专业技术职务和其他条件的变化,每年可进行一次聘期内岗位微调。具体标准参照市人社局相关政策执行。

3. 新进教师试用期按照《鄂州职业大学首次岗位设置与人员聘用工作实施方案》中的有关规定执行,试用期满考核不合格的,合同自动终止;试用期满考核合格者按照岗位条件确定其岗位等级。

4. 续聘、辞聘、解聘等有关事宜按《鄂州职业大学首次岗位设置与人员聘用工作实施方案》的有关规定执行。

(二)聘后考核

1. 教师岗位考核实行聘期考核与年度考核相结合。考核程序按照学校的相关考核办法实施。

2. 考核结果存入个人档案。年度考核结果作为聘期考核的重要依据,聘期考核结果作为续聘、解聘或岗位调整的主要依据。

年度考核不合格的,第二年起按低一级岗位聘用。聘期考核未完成岗位所规定的职责及任务的,下一个聘期降级聘用。

Nine, supplementary provisions

1 、本次岗位设置工作截止时间为: 20101230日;

2 、本实施细则未尽事宜按上级文件和学校有关规定执行。

3 、本实施细则由学校岗位设置与聘用工作领导小组办公室负责解释。

Annex 2 :

鄂州职业大学管理岗位设置与人员聘用工作实施细则

为做好学校管理岗位设置与人员聘用工作,根据《鄂州职业大学首次岗位设置与人员聘用工作实施方案》,制定本实施细则。

一、管理岗位设置

(一)管理岗位设置原则

管理岗位设置除遵循学校岗位设置与人员聘用的基本原则外还须坚持以下原则:

1. 定编控制原则。职员编制总数和各等级岗位结构控制在市人力资源和社会保障局核定的比例范围内。

2. 效能原则。管理岗位的设置应适应增强学校运转效能、提高工作效率、提升管理水平的需要。

3. 动态调整原则。管理岗位结构与比例,随学校事业发展变化适时调整。

(二)管理岗位等级

1. 学校管理岗位分为七个等级即四 十级。

2. 现行的厅级副职、处级正职、处级副职、科级正职、科级副职、科员、办事员依次分别对应管理岗位四至十级职员。对应关系见下表:

注:学校内设处室正职对应六级职位、副职对应七级职位,其它等级不变。

(三)管理岗位总量

首次岗位设置与人员聘用时,管理岗位设岗为88个,占全校岗位总量14.04 %。

(四)管理岗位结构比例

根据市人社局批复和学校目前人员情况,首次岗位设置为:四级职员岗位1个,五级职员岗位3个,六级职员岗位34个,七级职员岗位37个,八级职员岗位2个,九级职员岗位11个,十级职员岗位0个。

二、职员岗位职责

(一)四至五级(副厅、正处级)及市管六级(副处级)职员的职责

四至五级职员及市管六级职员职责按照干部人事管理权限确定。

(二)六级(副处级)职员的职责

1. 主持学校部门管理工作。

2. 围绕学校工作中心,创造性的开展工作,负责拟定本职管理工作中重要的公文或文稿。

3. 指导主管范围内职员的工作。

完成领导交办的其他工作。 4. Complete other tasks assigned by the leader.

(三)七级(正科级)职员的职责

1. 主持部门管理工作或协助六级职员负责分管部门某些方面的重要工作。

2. 独立起草业务性文件和工作总结、重要的公文。

3. 对本岗位工作具有创新思路,服务意识强。本岗位工作信息完整、数据准确、文档齐全,达到规范化管理的要求。

4. 指导其他职员工作,完成领导交办的其他工作。

(四)八级(副科级)职员的职责

1. 负责本部门相关的主要业务工作。

2. 起草一般性公文和业务性文件。

3. 对本岗位工作具有创新思路,服务意识强。做到本岗位工作信息完整、数据准确、文档齐全,达到规范化管理的要求。

4. 指导分管范围内职员的工作,完成部门负责人交办的其他工作。

(五)九级(科员)职员的职责

1. 承担本部门某一方面的业务工作。

2. 本岗位工作服务意识强,信息完整、数据准确、文档齐全,起草本职管理工作中一般性公文或文稿,达到规范化管理的要求

3. 完成部门负责人交办的其他工作。

(六)十级(办事员)职员的职责

承担一般性业务工作和辅助性工作。本岗位工作信息完整、数据准确、文档齐全,参与起草本职管理工作中一般性公文或文稿,达到规范化管理的要求。完成部门负责人交办的其他工作。

(七)职员岗位的具体工作职责

六至十级职员岗位的具体工作职责按各岗位说明书的要求执行。

三、职员岗位学历、资历条件

(一)学历条件

职员岗位一般应具有大学专科以上文化程度,其中六级以上职员岗位,一般应具有大学本科以上文化程度。

(二)资历条件

1. 五级职员岗位须在六级职员岗位上工作两年以上。

2. 六级职员岗位须分别在七级职员岗位上工作三年以上。

3. 七级、八级职员岗位须分别在八级、九级职员岗位上工作二年以上。

(三)确因工作需要,由专业技术岗位交流到管理岗位的人员,可根据干部人事管理权限和本人的学历与资历条件,直接聘用到相应的职员岗位。

(四)职员岗位任职条件

1. 四至五级职员及市管六级岗位任职条件

四至五级职员及市管六级任职条件按照干部人事管理权限确定。

2. 六级职员岗位任职条件

⑴ 首次岗位设置与人员聘用时,现任处级副职(学校内设机构正职)人员,聘用到六级职员岗位。

⑵ 在现岗位聘任期间还应符合下列条件。

①具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

②系统掌握岗位职责所需的理论知识和技能方法,具有完成工作职责要求的政策理论水平和组织能力,具有独立解决本职工作实际问题的能力。

③熟练掌握履行岗位职责所需要的理论知识和技能方法。

④有较强的文字、语言表达能力和研究能力。

⑤具有指导主(分)管范围内职员工作的能力。

3. 七级职员岗位任职条件

⑴ 首次岗位设置与人员聘用时,现任学校内设机构副职、科级正职人员,可聘用到七级职员岗位。

⑵ 在现岗位聘任期间应符合下列条件。

①具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

②熟练掌握履行岗位职责所需要的理论知识和技能方法。

③有较强的文字、语言表达能力和研究能力。

4. 八级职员岗位任职条件

⑴ 首次岗位设置与人员聘用时,现任科级副职人员,可聘用到八级职员岗位。

⑵ 在现岗位聘任期间应符合下列条件。

①具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

②熟悉本职工作的范围、任务和特点。

③具有解决本职工作实际问题的能力。

5. 九级职员岗位任职条件

⑴ 首次岗位设置与人员聘用时,现任科员,可聘用到九级职员岗位。

⑵ 在现岗位聘任期间符合下列条件:

①具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

②具有解决本职工作实际问题的能力。

6. 十级职员岗位任职条件

⑴ 首次岗位设置与人员聘用时,现任办事员,可聘用到十级职员岗位。

⑵ 在现岗位聘任期间应具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

四、聘用程序

聘用程序由管理岗位评审聘用工作组根据干部管理权限及学校实际情况制定并执行。

五、聘约管理与考核

(一)聘约管理

1. 在首次岗位设置与人员聘用时,学校与受聘人员在平等自愿、协商一致的基础上签订聘任合同。

2. 岗位聘任期:岗位聘任期为3年(至退休不满三年的按实际年限聘任)。根据岗位的空岗情况及管理岗位工作人员和其他条件的变化,学校每年可进行一次聘期内岗位微调。

3. 如聘期内发生岗位变更,应及时变更合同相关内容,原聘用合同的终止时间不变。

4. 新进人员(应届毕业生或转入、调入职员系列的人员)的聘期合同包含试用期。试用期满考核不合格的,合同自动终止。

5. 续聘、辞聘、解聘等有关事宜按《鄂州职业大学首次岗位设置与人员聘用工作实施方案》中的有关规定执行。

(二)聘后考核

1. 考核分为年度考核和聘期考核。考核按照学校的相关办法实施。

2. 考核主要根据聘用合同和岗位职责,从德、能、勤、绩、廉五个方面对职员进行全面考核,重点考核职员履行岗位职责取得的工作实绩。

3. 考核结果存入个人档案,年度考核结果作为聘期考核的重要依据,聘期考核结果作为续聘、解聘或岗位调整的主要依据。

4. 干部年度考核不合格或任期考核未完成岗位所规定的职责及任务的,第二年起按低一级岗位聘任;任期(三年)考核未完成岗位所规定的职责及任务的,下一个聘期降级聘用。

5. 省委市委组织部任命的职员考核,按照干部人事管理权限规定执行。

Six, supplementary provisions

(一)符合《湖北省高等学校工作人员两类岗位任职实施细则》规定的管理人员,可同时申请专业技术岗位(“双肩挑”),并按照有关规定进行审批。

(二)在国家没有出台新的政策规定之前,首次受聘在管理岗位上具有专业技术职务任职资格的职员,可保留或按有关规定申报评审上一级专业技术职务任职资格;其原聘专业技术职务工资如高于现聘管理岗位职员工资,先予以保留原专业技术职务工资。待其职员职级发生变化后,职员职级对应的岗位工资超出其原专业技术职务岗位工资后自然转入相应的职员岗位工资。

(三)本实施细则未尽事宜按上级文件和学校有关规定执行。

(四)本实施细则自公布之日起执行。由学校岗位设置与人员聘用工作领导小组办公室负责解释。

Annex 3 :

鄂州职业大学

工勤技能岗位设置与人员聘用工作实施细则

为做好我校工勤技能岗位设置与人员聘用工作,根据《鄂州职业大学首次岗位设置与人员聘用工作实施方案》,制定本实施细则。

一、工勤技能岗位设置

(一)工勤技能岗位设置原则

工勤技能岗位设置除遵循学校岗位设置与人员聘用的基本原则外还须坚持以下原则:

1. 按需设岗、按岗聘用。立足于提高操作维护技能,提升服务水平,满足学校工作的实际需要,对工勤技能岗位统筹规划,按需设岗、按岗聘用。

2. 规范管理,逐步到位。按照市人社局规定的比例设岗,通过控制三级以上工勤技能岗位聘用人员的数量以及自然减员等办法,逐步使工勤技能岗位达到规定的结构比例。

(二)工勤技能岗位设置范围

学校根据教学科研和日常运行需要设置工勤技能岗位,主要设置在后勤服务集团、教学辅助部门和行政管理等部门。

(三)工勤技能岗位等级

工勤技能岗位包括技术工岗位和普通工岗位,其中技术工岗位分为五个等级,依次分别为高级技师、技师、高级工、中级工、初级工,普通工岗位不分等级。技术工岗位技能等级与岗位级别对应关系见下表:

(四)工勤技能岗位总量

工勤技能岗位数控制在不超过学校岗位总量的10 %左右。我校首次岗位设置与人员聘用时,工勤技能岗位设岗为53个,占全校岗位总量的8.45 %,按照后勤社会化的改革方向,将逐步减少工勤技能岗位的比例。

(五)工勤技能岗位结构比例

1. 根据市人社局批复,我校工勤技能岗首次设岗53个,其中一级(高级技师)岗位0个,二级(技师)岗位28个,三级(高级工)岗位13个,四级(中级工)岗位8个、五级(初级工)岗位2个和普通工岗位2个。

2. 首次岗位设置与人员聘用时,学校根据市人社局核定工勤岗各等级职数,进行全校调控设岗。

二、工勤技能岗位职责

( )一级(高级技师)岗位职责

1. 模范遵守职业道德规范,爱岗敬业,出色履行岗位职责,有强烈的工作责任心,优质优量完成本职工作。

2. 掌握本专业(工种)较高的专业理论知识,在技术改造和解决本专业(工种)高难度的生产技术问题等方面成绩显著。

3. 具有丰富的生产实践经验和高超的技能水平,热心传授工艺、绝技,培训技师和高级工,指导、带领技术工人进行技术攻关和技术革新。

( )二级(技师)岗位职责

1. 具有良好的职业道德,履行岗位职责,工作积极主动,服务态度好,有较强的工作责任心,自觉遵守操作规程和工作规范,工作中无任何责任事故,圆满完成各项工作任务,并取得显著成绩。

2. 注重业务技能的学习,掌握本工种独特技术或技能专长。充分发挥传帮带作用,主动传授技艺,对高、中级技术工人进行技能指导。

3. 解决本工种关键性技术难题,联系工作实际撰写有建设性的工作调研总结。

(三)三级(高级工)岗位职责

1. 具有良好的职业道德,工作热情,服务态度好,工作中无责任事故,胜任本工种各项重要工作。

2. 积极学习本行业发展的新技术和新知识,刻苦钻研业务技能,掌握本工种较复杂的操作技能,对中、初级技术工人进行技术指导。

3. 联系部门实际对本工种出现的疑难问题提出可行措施,并撰写解决方案。

(四)四级(中级工)岗位职责

1. 具有良好的职业道德,工作认真负责,服务态度较好,工作中无重大责任事故,保质保量完成工作任务。

2. 认真学习本工种业务知识,认真钻研业务技能,熟练进行本工种技能操作,对初级工进行技术指导。

3. 及时发现、判断和正确处理业务问题,联系本工种实际撰写具有可行性的工作方案。

(五)五级(初级工)岗位职责

1. 具有良好的职业道德,顺利完成本职工作任务,工作中无投诉。

2. 学习钻研本工种基本业务知识和操作技能,处理本工种出现的常见问题。

3. 联系本工种实际撰写工作计划和工作总结。

(六)各级岗位的具体工作职责

各级岗位的具体工作职责按工勤技能岗位评审聘用工作组制定的岗位说明书的要求执行。

三、工勤技能岗位任职条件

(一)一级(高级技师)岗位任职条件

1. 具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

2. 在本工种二级岗位工作满5年。并通过高级技师技术等级考评,取得政府人事部门颁发的高级技师资格证书,且取得的高级技师资格工种与拟申报岗位一致。

3. 具有中等职业技术学校或同等学历及以上文化程度。

4. 获得国家级荣誉称号;或在国家级技能竞赛中获优秀奖;或在省级技能竞赛中获三等奖;或在地级市技能竞赛中获二等奖以上。

5. 3年年度考核均为合格以上等次,其中有一次为优秀,未出现工作责任事故,有突出贡献。

(二)二级(技师)岗位任职条件

1. 具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

2. 在本工种三级岗位工作满5年,并通过技师技术等级考评,取得政府人事部门颁发的技师资格证书,且取得的技师资格工种与拟申报岗位一致。

3. 具有中等职业技术学校或同等学历及以上文化程度。

4. 具有独特技术、技能专长,能够解决本工种岗位重大的操作技术问题和工作难题。

5. 3年年度考核均为合格及以上等次,未出现工作责任事故,工作业绩突出。

(三)三级(高级工)岗位任职条件

1. 具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

2. 在本工种下四级岗位工作满5年,通过高级工技术等级考评,取得政府人事部门颁发的高级工技术证书,且取得的资格证书与拟申报岗位一致。

3. 具有较高技能水平,能够达到本岗位应知应会要求,熟练掌握本工种的业务知识和操作技能,能解决本工种岗位的操作技术难题。

4. 3年年度考核均为合格及以上等次,未出现工作责任事故,工作业绩较突出。

(四)四级(中级工)岗位任职条件

1. 具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

2. 在本工种下一级岗位工作满5年,并通过中级工技术等级考核,取得政府人事部门颁发的中级工资格证书,且取得的中级工资格工种与拟申报岗位一致。

3. 能够达到本岗位应知应会要求,能够熟练进行技能操作和解决本工种岗位一般技术问题。

4. 3年年度考核均为合格及以上等次,无较大责任事故,有一定工作成果。

(五)五级(初级工)岗位任职条件

1. 具备《鄂州职业大学首次岗位设置与人员聘用工作实施方案》规定的基本任职条件。

2. 见习、试用期满,通过初级工技术等级考核。取得人事部门颁发的初级工资格证书

3. 能独立进行本职工作基本技能操作。

4. 3年年度年度考核均为合格以上等次,无投诉事件。

四、聘用程序

聘用程序由工勤技能岗位评审聘用工作组根据学校实际情况制定并执行。
